I believe the Maemo environment comes with all the necessary tools, but I haven't built any debs with it myself yet. So I might be wrong.

If not, just ask Joseph for a copy of Mono Live CD. :-)

I would talk to meebey about it since he does the Debian packages for mono. I also believe you can set up pbuilder or the like to test against the 770's base installation, just to make sure it compiles and installs properly.
